Dr. Richard Bachoo
Topic: Managing and Leading in a Diverse Public Organization
Dr. Richard R. Bachoo has been Chief Administrative Officer (CAO) of the University since 1998. He oversees a staff of almost 300 full- and part-time employees, with an operating and personnel budget of over $34 million, which encompasses Facilities Management, Intercollegiate Athletics, Environmental Health and Safety, Event Management and University Police. In addition, Dr. Bachoo oversees the University's threat assessment process, the Facilities Planning Committee and is responsible for all buildings and grounds issues.
During his tenure, the University completed more than $250 million in construction and renovations, received the first accreditation of a university police department in Connecticut, overhauled the University's space allocation process and successfully hosted two sitting and one former Presidents of the United States. Additionally during this time, CCSU won three Northeast Conference (NEC) championships in men's basketball, won two NEC Championships in softball and five NEC Championships in women’s swimming and diving, received NCAA tournament berths for men's basketball, baseball and women's soccer and sent its men's soccer team to the Final 16. Dr. Bachoo created the Office of Environmental Health and Safety which has led to an enhancement of the University's response to environmental issues. He also initiated the development and implementation of a university-wide sustainability program, which has received national recognition including recognition from the United States Department of Environmental Protection. Adding to the University's sustainability aspirations, the campus also planned and constructed its first Gold Leadership in Energy and Environmental Design facility.
Prior to his appointment as CCSU's CAO, he was the Senior Policy Advisor in the State of Connecticut's Office of Policy and Management (OPM). In that job, he advised the OPM's secretary's and governor's offices on a wide range of management, policy and budget issues. Previously, he worked for three presidents at the University of Connecticut; he was charged with the division's budget and personnel matters.
Dr. Bachoo earned his BA, MPA and PhD degrees from the University of Connecticut. He lives in West Hartford with his daughter, Gabrielle.
